  • National Register of Citizens Bill 

                  The objective of NRCor National Register of Citizen Bill is to expel the intruders settled in India illegally.  What is the Citizenship Amendment Bill 2019?

 The Citizenship Amendment Bill 2019 is for amendment of the Citizenship Amendment Bill 1955. Under this, six communities of Pakistan, Afghanistan and Bangladesh have to give citizenship to people of Hindu, Sikh, Jain Buddhist, Christian and Zoroastrianism. These will include all those who have come to India without valid documents or whose documents have expired. If a person has come from these three countries and does not have the birth certificate of his parents, then even after six years of residence he will get citizenship of India.

           NRC was prepared in 1951. Following the order of the Supreme Court in 2013, the process of updating NRC started. Its purpose was to identify large number of illegal migrants from Bangladesh to Assam after 1971. In 1971, during the freedom struggle of Bangladesh, millions of Bangladeshi citizens crossed the border to Assam.

  • 1. What NRC means

          National Register of Citizen Bill (NRC Bill Meaning) is a register that will keep records of all legitimate citizens living in India. Let us tell you that NRC was started in 2013 under the supervision of Supreme Court in Assam. At present it is not applicable in any state other than Assam.

  • 2. What will happen to people who do not join NRC? 


              If a person does not join the NRC, he will be taken to the Detention Center as done in Assam. After this, the government will contact the countries where they are citizens. If the evidence provided by the government accepts the government of other countries, then such illegal migrants will be sent back to their country. 

  • 3.What is required to join NRC

                  To prove a citizen of India under NRC, one has to prove that his ancestors had come to India before 24 March 1971. Let it be said that it has been implemented first in Assam to expel illegal Bangladeshis. The bill to introduce it in the whole country can be brought in the next Parliament session. It will have different requirements and draft for implementation across India.

            To prove to be a valid citizen of India, a person has to have a Refugee Registration, 

(1)Aadhaar Card, 
(2)Certificate of Birth, 
(3)LIC Policy, 
(4)Citizenship Certificate, 
(5)Passport,

The CAA And NRC:

           CAA- Citizenship Amendment Act has created a nationwide uproar. Opponents are calling it non-constitutional while the government says that not a single provision of it disregards any part of the constitution in any way. At the same time, on the allegations of discrimination on the basis of religion through this law, the government says that it has nothing to do with an Indian citizen of any religion.

               However, in the midst of these complications, demonstrations started across the country and in many places it took violent forms. In fact, many protesters feel that this law will snatch away their Indian citizenship, while the government has made it clear many times that the law is for granting citizenship and not for taking away citizenship. A large population does not know the difference between  and NRC properly ..

            Know the truth that the process of identifying intruders living illegally in India through NRC or National Citizen Register is to be completed. Now this process took place only in Assam and there was NRC 


question 1 . Is the NRC contained in the CAA itself?

 Answer -

            It is not so. CAA is a separate law and NRC is a separate process. The CAA has come into force nationwide after its passage from Parliament, while the NRC rules and procedures for the country are yet to be decided. The NRC process underway in Assam has been done under the Supreme Court order and the Assam Accord.


Question 2 . Do Indian Muslims need to get upset about CAA and NRC in any way? 

Answer:

 There is no need for an Indian citizen of any religion to be upset with CAA or NRC.

Question - 3. Will the NRC ask Muslims for proof of being Indian? 

Answer -

           First of all it is important for you to know that no formal initiative like NRC has been started at the national level. The government has neither made any official announcement nor have any rules and regulations made for it. If it is implemented in future, it should not be understood that someone will be asked for proof of his / her Indianness ....

          NRC can be understood in some way by a process like Aadhar card or any other identity card. To register your name in the citizenship register, you have to provide any of your identity cards or other documents, as you provide for the Aadhaar card or voter list.


Question 4 . Will NRC be for Muslims only? 

Answer -

 Absolutely not. It has nothing to do with any religion. It will be for all citizens of India. It is only a register of citizens, in which every citizen of the country has to register his name.

Question 5. Will NRC exclude people on religious grounds? 

Answer: 

No, NRC is not about any religion at all. When NRC is implemented, it will neither be applied on the basis of religion nor can it be implemented on the basis of religion. No one can be excluded just on the basis that he is going to follow a particular religion.

Question 6. How is citizenship granted? Will this process be in the hands of the government?

 Answer:

 Citizenship of any person will be decided under the Citizenship Rules 2009. These rules are based on the Citizenship Act, 1955. This rule is publicly in front of everyone. 5 ways for any person to become a citizen of India

 1. Citizenship by birth
 2. Citizenship by descent
 3. Citizenship on the basis of registration
 4. Citizenship on the basis of naturalization
 5. Citizenship on the basis of land extension

Question - 7. If it is so easy to prove identity, then how did 19 lakh people in Assam get out of NRC? 

Answer - 

It is not right to link Assam's problem with the whole country. The problem of infiltration has been there for a long time. There has been a protest against this for 6 years. The Rajiv Gandhi government had to enter into an agreement in 1985 due to this infiltration. Under this, March 25, 1971 was considered as the cut-off date to identify intruders, which became the basis of NRC.


Question - 8. What if a person is not read and written and does not have relevant documents? 

Answer:

 In this case, the authorities will allow that person to bring a witness. Also, other evidence and community verification etc. will also be allowed. A proper procedure will be followed. No Indian citizen will be put in undue trouble.

Question 9. Does the NRC exclude any transgender, atheist, tribal, dalit, woman and landless people who do not have documents. 

Answer: 

No, NRC will not affect any of the groups mentioned above, whenever implemented.


Question - 10. There are a large number of people in India who do not have homes, are poor and are not educated, and they do not even have any basis of identity, what will happen to such people?

 Answer - 

This thinking is not entirely correct. Such people vote on some basis and they get the benefit of the welfare schemes of the government. Their identity will be established on the basis of that.
